When i start work in the morning and there is no work, can the manager tell me to go canteen on POA. After one hour the manager tells me to start work for one or two hours. can he then tell me to go back to the canteen to start another POA?

You can be asked to go on POA if there is no work and it is a KNOWN delay. The only place you can be told to book poa is at your depot any other time is at the drivers discretion i suggest you consult your union rep for a proper definition or obtain the FTA driver handbook your employer should be able to get you one
